It turned out that the head of the Nefteyugansk police, Nikolai Plaksin, together with his boss from the district law enforcement agency, Roman Nedyba, “protected” counterfeit alcohol dealers. An ethnic organized crime group from Central Asia has been supplying fusel milk to stores throughout Ugra for several years.

A criminal case was opened against senior police officers, followed by three more. The “robbers” in uniform were first placed in a pre-trial detention center, but then released under house arrest. Now the case against them is starting to fall apart. But other news appeared: resignations began among the leadership of the regional police. The head of the Ugra police, Sergei Fisenko, has already lost his position. How are these events connected? And who else will pay dearly for Plaksin’s testimony?

On April 16, the publication Ura.ru, citing an insider in local law enforcement agencies, reported: Deputy Head of the Ministry of Internal Affairs for Khanty-Mansi Autonomous Okrug-Yugra Sergei Fisenko was dismissed. The reason, according to the publication’s interlocutor, was a corruption scandal in the department, in which the chief of police of Ugra was involved. The information has not yet received official confirmation. Sergei Fisenko continues to be listed on the leadership list on the official website of the Ministry of Internal Affairs for the Khanty-Mansi Autonomous Okrug-Yugra.

Sergey Fisenko was born in 1966 in the city of Isilkul, Omsk region. In 1997, he graduated from the Tyumen Law Institute and was appointed to the position of deputy head of the Department of Internal Affairs of the city of Raduzhny. In 1999, he became the head of the Raduzhny police department. In 2001, he headed the police department for combating offenses in the consumer market and implementing administrative legislation of the Internal Affairs Directorate of Khanty-Mansi Autonomous Okrug-Yugra.

Since 2007, he acted as deputy head of the department - head of the Ministry of Internal Affairs of the Internal Affairs Directorate for Khanty-Mansi Autonomous Okrug-Yugra. In 2011, he became deputy chief of police of the Russian Ministry of Internal Affairs for the Khanty-Mansi Autonomous Okrug-Yugra. Since 2012, he has been the chief of police of the Russian Ministry of Internal Affairs for the Khanty-Mansi Autonomous Okrug-Yugra. Married, has three children.

Criminal case

On March 27 of this year, the Investigative Directorate of the Russian Federation for the Khanty-Mansi Autonomous Okrug-Yugra announced the initiation of a criminal case against police colonel Nikolai Plaksin, head of the Russian Department of Internal Affairs for the city of Nefteyugansk, and Roman Nedyba, head of the department for interaction with executive authorities of the constituent entities of the Russian Federation and local government bodies of the organization application of administrative legislation of the Ministry of Internal Affairs of Russia for the Khanty-Mansi Autonomous Okrug-Yugra.

High-ranking police officers were suspected of committing crimes under paragraphs. a, in part 5 of Art. 290 of the Criminal Code of the Russian Federation (receipt of a large-scale bribe committed by a group of persons by prior conspiracy). The basis for initiating the case was the materials of the Federal Security Service of Russia in the Tyumen region.

According to investigators, for two years, in 2016 and 2017, the suspects received bribes in the form of money, property, and property-related services from a resident of Nefteyugansk. An entrepreneur who sold surrogate alcohol paid policemen for their protection.

Nikolay Plaksin

Nikolai Plaksin was born in 1960 in the Tyumen region; he began his service in the authorities in 1981 as an inspector of the road patrol service of the State Traffic Inspectorate. In 1996, he was appointed head of the State Traffic Inspectorate of the Public Security Police of the Department of Internal Affairs of the city of Langepas. In June 2012, he transferred to the position of deputy head of the department - head of the department of moral and psychological support of the Directorate for Work with Personnel of the Ministry of Internal Affairs of the Russian Federation for the Khanty-Mansi Autonomous Okrug-Yugra. In 2014, he became the head of the Russian Department of Internal Affairs for Yugorsk. In October 2015, he was appointed to the position of head of the department of the Ministry of Internal Affairs for Nefteyugansk. He went on business trips to the North Caucasus more than once. Married, has four children.

Searches were carried out in the offices of Plaksin and Nedyba, and both of them were detained. On March 28, the Khanty-Mansiysk District Court granted the investigation’s request and took both corrupt police officers into custody for two months. The CrimeRussia source advised that as soon as the court delivered its verdict, the suspects were hastily transferred to one of the prisons outside of Ugra. The end point of the stage was kept secret from the local police in order to prevent any contacts with the leadership of the Ministry of Internal Affairs of the Khanty-Mansi Autonomous Okrug-Yugra. In the future it will become clear why such a precaution was needed.

On April 6, the Investigative Committee of the Investigative Committee for Khanty-Mansi Autonomous Okrug-Yugra reported that during the investigation of previously initiated criminal cases against Plaksin and Nedyba, new episodes of their receipt of bribes, as well as facts of abuse of official authority, were revealed. Three more criminal cases were opened against police officers based on crimes under paragraphs. a, in part 5 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on a large scale, committed by a group of persons by prior conspiracy) and Part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse of official powers).

Roof for ethnic organized crime group

The Investigative Directorate of the Investigative Committee for the Khanty-Mansi Autonomous Okrug-Yugra did not specify who exactly was protected by the Nefteyugansk police leadership, but in a relatively small city this is an open secret. Indeed, on the night of December 22 last year in Nefteyugansk, as a result of operational actions with the participation of the police, the Russian Guard and the Investigative Committee, 7 natives of Central Asia were detained, including one of the leaders of the local Uzbek diaspora, Arifjon Khudayarov.

According to investigators, an organized criminal group purchased surrogate alcohol outside of Ugra and supplied it to at least 22 stores in Nefteyugansk, Surgut and Khanty-Mansiysk. The volume of supplies was serious: more than 30 thousand bottles of counterfeit alcohol were seized from warehouses in Nefteyugansk. A chemical examination showed that all seized products contained fusel oils, technical impurities and methanol.

All the stores where the ethnic organized crime group sold illegal alcohol that was dangerous to health belonged to the suspects, their relatives or close acquaintances. However, none of them had a license to sell alcohol. A criminal case was initiated against the detainees under a number of articles of the Criminal Code: clause a, part 2 of art. 171, pp. a, b, part 2, art. 171.1, clause a, part 2, art. 238, pp. a, b part 6 art. 327.1 of the Criminal Code of the Russian Federation (illegal entrepreneurship; acquisition, storage, transportation and sale of products without labeling provided for by the legislation of the Russian Federation; storage, transportation for the purpose of sale of products that do not meet safety requirements; use of counterfeit excise stamps committed by an organized group).

The CrimeRussia source spoke in more detail about the work of the vodka dealers. According to him, Arifjon Khudayarov, whom everyone simply called “Arif,” began trading fusel fish long before Plaksin appeared in the city. The organized crime group Arifa has been selling fusel milk for 7 years, starting in 2010. It is difficult to imagine that the business of selling illegal alcohol could have flourished for many years without the support of the police. This means that the criminal group worked under the cover of the former leadership of the Nefteyugansk security forces, but it is now problematic to prove this. Plaksin’s predecessor as head of the city police, Alexander Sultanov, has long been involved in a criminal case for abuse of official powers.

According to rough estimates, the ethnic organized crime group imported at least 30 thousand bottles into the region every month. The investigation suggests that bootleggers supplied vodka to stores at a wholesale price of about 150 rubles per half-liter bottle. The cost of one shipment was at least 4.5 million rubles, and the annual turnover of the illegal business exceeded 50 million rubles. Moreover, these are all very rough estimates; the investigation continues to clarify the actual volumes of supplies. It is possible that the numbers will be many times higher.

At the end of 2015, Plaksin was appointed head of the Nefteyugansk police. As one would expect, he soon became aware of Khudayarov’s underground business. However, instead of bringing the bootleggers to justice, the new boss also decided to engage in “protection protection.” Of course, not for free.

According to the source, today the investigation will probably be able to prove the size of the bribe in the amount of about 1 million rubles. Although, of course, Nikolai Plaksin charged much more for his help, including services, for example, for finishing a dacha. The colonel also shared with Nedyba - he provided cover at the regional level.

Police Mafia

Many shocking stories appeared in the local media about how the police “roof” acted. They say that district police officers visited retail outlets and openly dictated to the owners exactly how much booze they should buy and from whom: “The task of dozens of district commissioners was to “twist the arms” of the owners of retail outlets in order to force them to sell illegal alcohol.” However, the CrimeRussia source called all these publications naive: a police colonel would never “expose himself” like that, giving direct instructions to his subordinates about breaking the law. It is enough to simply hint when and what to close your eyes to. And how to make money on counterfeit goods is the task of the ward.

The source also laughed at the widely circulated media story that during his arrest, Khudayarov’s police radio and electronic access key to the building of the Nefteyugansk Department of Internal Affairs were confiscated. This key was allegedly issued personally by Nikolai Plaksin so that the businessman could enter the police building at any time as if it were his own home. Nothing like this, says the source, could have happened: “Plaksin is far from an idiot.”

According to the source, the alcohol business with a police “roof” could easily have flourished further if someone from the leadership of the Investigative Directorate and the FSB did not need to “leave” the head of the Ministry of Internal Affairs for the Khanty-Mansi Autonomous Okrug-Yugra Vasily Romanitsa or, to begin with, at least his deputy Fisenko. The source does not know who exactly is behind the events.

They decided to get the necessary testimony from Plaksin, since he is friendly with Romanitsa, who personally appointed the colonel to the post. And they decided to put pressure on the head of the Nefteyugansk police through Khudayarov. That is why not only the police, but also the Investigative Committee and the Russian National Guard took part in the arrest of fusel traders.

Arifjon Khudayarov under investigation

The calculation was justified. Once in the pre-trial detention center, Khudayarov did not wait long for one of his patrons in uniform to rush to his aid. As soon as Arif was hinted that Plaksin needed to be handed over, the bootlegger made a deal with the investigation. Khudayarov’s testimony became the basis for an investigation, which resulted in the arrest of Plaksin and his chief from the regional police, Nedyba. Having received what they wanted, in early April the investigation released Arif Khudoyarov from custody. Now he will be able to leave for his historical homeland at any time and avoid punishment for poisoning the residents of Ugra with barnacles for 7 years.

Simultaneously with the news about the initiation of three new criminal cases against Plaksin and Nedyba, another one appeared: both defendants had their preventive measure changed and sent from pre-trial detention center to house arrest. On March 28, the Khanty-Mansiysk District Court ruled that the police officers would be in custody for two months. This means that the suspects had to remain in the pre-trial detention center until May 28. Why did the district court decide to soften the conditions of their detention and release high-ranking police officers from custody in less than two weeks? Such a strange court decision is the key to the main intrigue of the events.

One of the local media, citing an informed insider, reported that immediately after his imprisonment in the pre-trial detention center, Plaksin was transparently hinted at how he could be released: “You hand over Romanitsa (the head of the Ministry of Internal Affairs for the Khanty-Mansi Autonomous Okrug-Yugra) or Fisenko, and you will get out.” The fact was confirmed by the colonel’s lawyer Mikhail Purtov: “As for Plaksin’s proposal to surrender Romanitsa, this information came from reliable sources. We acted according to the plan. First, Arifjon Khudayarov receives the offer: “If you don’t want to sit, hand over Plaksin.” Then the same proposal could be voiced to Plaksin.”

According to the CrimeRussia source, Nikolai Plaksin apparently followed the advice and handed over Sergei Fisenko, and possibly Romanitsa as well. That is why the detainees were taken to a pre-trial detention center outside of Ugra - so the top regional police could not influence the events.

The testimony of the colonel, who was well acquainted with the work of his colleagues from the district center, became the reason for the resignation of the chief of police of Ugra. It is possible that Romanitsa himself will be next. But Nikolai Plaksin is now not only free, but may not even be fired from the police and will retain his position. According to one of the insiders, the case against him has already begun to be “merged” with the motivation that it was not possible to collect the evidence base. So Nikolai Plaksin is already receiving his thirty pieces of silver.

The fact is that on December 28, 2012, an unidentified person(s) posted on one of the information portals deliberately slanderous information about the allegedly “criminal” activities of the principal Pyotr Meshaikin, which caused him significant moral harm and undermined his business authority , in general, a good name is tarnished.
Even a lawyer with a TsPSh diploma, albeit without colonel’s shoulder straps, can easily conclude that there are clear and obvious signs of a crime provided for in Part 5 of Art. 128-1 of the Criminal Code of the Russian Federation (qualified slander), since already at the beginning of pre-investigation checks carried out more than once, it was reliably and without any doubt established that the principal was not involved in any sexual or any other crimes, the existence of which is seen only in the sick, inflamed imagination of some spiteful critics who practice anonymous forms of struggle.
But this is if you carefully read the materials of pre-trial proceedings. And not as in the well-known proverb: “You look at a book, but you see f... gu” or “Galloping across Europe.”
In fact, dear Vasily Ivanovich, in December 2013 you conveyed to your deputy, Colonel Sergei Fisenko, the resolution of my complaint in defense of Pyotr Meshaikin, whom I asked to be recognized as a victim and to initiate a criminal case under Part 5 of Art. 128-1 of the Criminal Code of the Russian Federation.
