From 08/04/2018, a notification procedure was introduced for informing the authorities about the beginning and completion of the construction of individual residential buildings, garden and country houses.

The interested party (hereinafter referred to as the Developer) sends a notification to the Department of Architecture and Urban Planning, in which he describes in detail what he plans to build. And the authority studies the developer’s intentions and sends him a notification in response, in which he informs whether the construction intentions meet all the requirements or do not comply. If they match, you can build. And if they do not comply, construction cannot be completed until the reasons are eliminated, and the authority is obliged to check whether construction has begun with violations. If started, the registration authority will receive information that the building on the specified land plot cannot be registered. And the state construction supervision body, after identifying the fact of illegal construction, initiates legal proceedings in order to bring the building into compliance with the requirements or, if this is not possible, for demolition.

The developer sends a notification to the department about the planned construction. About filing a notice

Notice of the start of construction(major repairs, reconstruction) must be sent by the customer/developer to the state construction supervision authority within a week (i.e., not exceeding 7 working days) before he plans to begin work. Moreover, 2 copies of the document signed by authorized representatives must be sent to Rostechnadzor.

During the construction and reconstruction of many objects, the legislation establishes mandatory state construction supervision over the progress of construction and reconstruction of such objects.
