But there are no reciprocal steps from Washington, just words. But in fact, there is a tightening across the entire spectrum of Soviet-American relations. Don't they believe us? Or are they being driven into a corner, continuing the Cold War with new means?
And how should we answer - bash to bash? Or should we try to break the vicious circle of escalation? Gorbachev was clearly rushing about. Either directly, literally in Andropov’s style, he declared: “you can’t cook porridge with these people” and proposed to “suspend” the planned Soviet-American summit. On the contrary, as if having come to his senses, he said that it was necessary to continue the course of improving relations with the United States, determined by the XXV11th Congress. We, they say, still have no other choice. At a Politburo meeting on May 5, he directly stated:
- “If we take the position of imperialism: rigidity and toughness again, standing on what we stood on, then we will achieve nothing. And everything will be the same. And this means it will be worse.”

As part of its first stage, it is possible to go only to a 50% reduction in strategic offensive weapons in strict connection with the US refusal to create, test and deploy strike space weapons. In short, SDI. Moreover, US forward-based nuclear weapons reaching Soviet territory should also be included in the strategic offensive arms reductions. The same applies to the elimination of Soviet and American RSDs in Europe. We can do this only on the condition that England and France do not build up their respective nuclear weapons.
Well, the Foreign Ministry’s disarmament team, led by Viktor Karpov, carefully pursued a policy of moving away from these radical positions. And here Karpov showed himself to be a master of compromise. Without directly opposing the position of the military, he skillfully looked for solutions that weakened the connections they proposed. The military, of course, was against it. But in the battles on the Pyatyorki they were forced to concede under pressure from Zaikov and Shevardnadze, behind whom the opinion of “The Most” - Gorbachev - constantly loomed.
So at the end of May, gritting his teeth, Akhromeev retreated from his previous tough position on SDI and at the negotiations in Geneva the Soviet delegation made new proposals. Now, a 50% reduction in strategic offensive arms was conditioned by non-withdrawal from the ABM Treaty for 15-20 years, while research, testing and other work on this SDI were allowed, but within the framework of laboratories. And a few days later, the military was forced to make another concession - to agree that American forward-deployed assets capable of reaching the territory of the Soviet Union would be excluded from the category of strategic weapons.
These new proposals were solemnly voiced by Gorbachev on June 16 at the next Plenum of the CPSU Central Committee. In addition, he stated that the Soviet Union is now ready to agree to the zero option for IRBM in Europe without England and France, but on the understanding that they will not increase the number of their nuclear missiles.
