Pension for disabled people by age. Disability groups: classification, criteria and degrees of ability to work. Determination of disability groups Social disability pension is calculated

There are more and more people receiving disability status today. This is due to the negligence of employers who did not ensure safety in the workplace, congenital human characteristics, accidents, diseases, and other things. It is almost impossible to insure your life against any incident that may cause you to become disabled.

Today, government authorities are trying to provide disabled people with the financial support necessary to restore and maintain the body, purchase the necessary medications or undergo courses of treatment.

Assistance to people with disabilities of groups I, II or III is provided by the state through the payment of pensions. It becomes possible to receive a disability pension only after a person is recognized as unable to carry out activities or limited in them by a doctor. For this purpose, a certain medical examination is assigned, as a result of which the person’s belonging to one of the disability groups is determined. After recognizing a person as disabled, you should submit an application to the Russian Pension Fund of a specific subject of the federation according to the registration of the disabled person.

After submitting the established list of documents - passport, certificate of recognition of a person as disabled, SNILS, work record book and application - it becomes possible to receive an insurance pension. If a disabled person is not able to independently submit a package of documents, these actions are allowed to be carried out by a legal representative, or sending can be done through the post office.

There are two types of pensions for disabled people: labor and insurance. Labor pensions in all regions of Russia are assigned based on work experience, regardless of the years worked. If disability occurs during childbirth, childhood or before the start of work, an insurance pension is calculated. In a situation where the insurance pension is higher than the labor pension, the disabled person has the right to independently decide in favor of larger payments.

Legislation in the field of pension provision establishes a rule that for a person who may be assigned several types of cash payments, payments are made in favor of the larger amount, and the right to financial assistance is canceled for the rest. Exceptions include citizens who became disabled as a result of military activities, veterans of the Great Patriotic War and some others.

The 2019 program on payments to disabled people provides for an increased amount of pension payments. Thus, the right to receive increased pensions can be used by:

  • people with disability group I, since the care of third parties is vital for them, and, as practice shows, the majority resort to hired personnel for care;
  • disabled people of retirement age who have dependents;
  • disabled people of groups I, II or III who have retired and have a total work experience of 15 at enterprises in the North or 20 who have worked for more than 20 years in regions equivalent to the conditions of the North.

For disabled people in the program, an increase in pension payments is planned from April 2019. According to the plan, the total monthly amount of payments will be from January 2019:

  • for disabled people of group I 8,767 rubles;
  • for disabled people of group II, as well as children with congenital disabilities, 4,383 rubles;
  • for disabled people of group III 2,191 rubles.

According to the program, people with disabilities will be able to receive an amount equal to 8,767 rubles.

Changes in payment of disability insurance pension

In 2019, for a group I disabled person who does not have dependents, the pension is set at 10,000 rubles 86 kopecks. Depending on the number of dependents, this amount is subject to change, for example, if there is one dependent person, the amount increases to 10,637.50 rubles, if there are two - 12,157.14 rubles, more than three - in the amount of 13,676.78 rubles.

The amount of disability pension for members with the second group is 4,558.93 rubles, 7,598.21 rubles. and 9117.85 rub. monthly according to the number of dependents.

For the third group, payments are provided in the amount of 2,279.47 rubles, 3,799.11 rubles, 5,318.75 rubles, similar to the number of dependent persons. In some cases, the amount may be increased to RUB 6,838.39.

In 2019, a gradation of payment amounts by disability group was developed.

Social disability pension

According to the Russian Pension Fund, social pensions are paid to persons who are disabled and reside permanently within the borders of the Russian Federation.

In Russia, the following amounts of disability pension payments are established:

  • persons over 60-65 for women and men, respectively, belonging to the second disability group, except for people with a status acquired from childhood - 4,959.85 rubles. monthly;
  • disabled people from childhood, as well as persons classified as the first disability group - 11,903.51 rubles. monthly;
  • persons with the status of the first second group, who received this status from childhood - 9,919.73 rubles. monthly;
  • persons with third disability group – 4,215.90 rubles. monthly.

Every year the amount of pension payments is subject to indexation. In 2019, pensions were subject to indexation to an average of 10.3%, which shows an increase in the index of about 5.5%.

The indexation included average amounts spent on the social needs of people with disabilities. This indicator is also expressed in monetary terms and in 2019 is:

  • for medicines – 766.50 rubles;
  • vacation in a sanatorium or dispensary is paid in the amount of 118.59 rubles;
  • Travel to the sanatorium is paid in the amount of 110.09 rubles.

Thus, on average for the constituent entities of Russia, the size of disability pension payments is 13,132 rubles, which indicates indexation in region 4.

Pension points for disability pensions, subject to the inclusion of work experience, are on average 74.3 rubles, which shows an increase compared to the cost of 1 point in 2015 by 3 rubles.

A significant segment of the population of our country is occupied by people with disabilities, so news concerning the lives of disabled people is of particular and increased interest. On the eve of the new year 2019, it will be interesting to know what may change in the financing of people with disabilities.

Additional payment to pension in Moscow in 2019: who should expect the maximum increase

The main participants in promotion programs were disabled people registered in Moscow or the Moscow region. This is a kind of minimum standard under which the Moscow authorities adjust the federal pensions of residents. The latter can be considered partly indigenous. If their size, of course, is lower than this minimum pension, or more precisely, the “city social standard” in Moscow.

An additional payment to the pension up to the value of the city social standard is established for non-working pensioners and certain categories of working pensioners and disabled people registered at their place of residence in Moscow and having a duration of such registration of at least 10 years in total (including the time of residence in the territory annexed to Moscow).

Good day everyone!

The topic of pensions, their payments and increases is always quite acute and painful. Until we reach the age of 45, we don’t really think about it.

However, the closer we get to retirement, the more often retirement thoughts begin to visit us and we are already interested in everything connected with it.

In this article we will talk about pensions, which are not intended for everyone, but only for a special category of citizens, namely disabled people.

For them, our country provides three types of disability pension payments.

— Disability insurance pension.

The pension is assigned based on the results of a medical and social examination. It is assigned to those citizens who have work experience. Moreover, she will be appointed even if the length of service is only one day. The reason for the disability does not matter. In addition, a person can continue to work.

What you need to provide to receive this pension: an application, certificates of disability and group, and a work book indicating your length of service.

— Social disability pension.

This type of pension is assigned to disabled people who have no work experience. Moreover, this includes people with disabilities since childhood and disabled children. To receive a social pension, you will need to provide: an application, a passport and an extract from the ITU act, which indicates information about the disability group and its duration.

However, there are restrictions on place of residence and registration. Only those citizens who permanently reside in the Russian Federation will receive it.

— State disability pension.

This pension is intended only for military personnel who participated in the Second World War. In addition, it can also be received by those citizens who have become disabled as a result of various man-made and radiation disasters and astronauts.

Whether the person applying for such a pension works or not is also irrelevant.

For those disabled people who receive an insurance pension, indexation will be carried out from January 1, 2018. Moreover, the increase rate will be 3.7%. Thus, the additional payment will be 300-500 rubles.

Recipients of social pensions will be indexed from April 1 by 4.1%. Since the amount of payments is calculated differently for different groups of disabled people, on average the size of pensions will increase by 175-500 rubles.

The size of pensions for disabled people of group 3 varies depending on whether they receive an insurance pension or a social pension.

As already mentioned, the pension amount will increase by 3.7%. And the cost of a pension point will increase from 78.58 rubles to 81.49 rubles.

Moreover, the amount of payments depends on whether the pension recipient has dependents or not. If there are no dependents, then the pension amount will be 2,491 rubles 45 kopecks per month. With one dependent it will be 4,152 rubles 42 kopecks, with two – 5,813 rubles 48 kopecks and with three – 7,474 rubles 34 kopecks per month.

As for recipients of social pensions, for them it will be indexed by 4.1% and this will happen on April 1. The pension amount will be 4,454.78 rubles, which is 175 rubles more than in 2017.

Group 2 disability pension. Will there be a promotion or raise?

Just like disabled people of group 3, disabled people of group 2 receive both insurance and social pensions. We have already talked about the difference in receiving them. Now let's see how much it will be in 2018.

As for the calculation of the insurance pension, it is calculated as follows:

TPPI= PC/(T x K) + B, where

PC - the amount of the estimated pension capital of a disabled person, which is taken into account from the day when he was assigned a labor disability pension;

T - the number of months of the expected period of payment of the old-age labor pension. If the pension was assigned in 2012, then this figure will be 216 months, and starting from 2013 - 228 months;

TO - the ratio of the standard duration of the insurance period (in months) as of the specified date to 180 months. So, this very standard duration up to 19 years of age is 12 months. After the disabled person reaches 19 years of age, it will increase by 4 months for each full year of age, but not more than up to 180 months;

B - fixed basic amount of disability pension.

The social pension for this category is assigned for the period during which the citizen is recognized as disabled. If the disability is indefinite, then the pension can also be indefinite. Work experience also does not affect the payment of a social pension.

On a note.A disabled citizen can receive payment of only one of the specified types of pensions. At the same time, he decides for himself what type of pension he needs.

The monthly social pension is 4,959.85 rubles, and if it is assigned to a disabled person since childhood, then 9,919.73 rubles.

If a disabled person has work experience, then his insurance pension is calculated taking into account the fixed base part and his work experience.

Just as for disabled people of the third group, the size of the pension for group 2 depends on the presence and absence of dependents. If they are not there, the pension amount will be 4805.11 rubles. If there is one dependent, the pension amount will be 6406.81 rubles, two - 8008.51 rubles. and three - 9610.21 rubles.

Amount of EDV for disability in 2018

The monthly cash payment (MAP) established for disabled people is assigned after they apply to the local division of the pension fund. It is credited to a special account and paid along with the basic pension.

In 2017, the size of the monthly allowance for different disabled groups was: for 1 - 3,538.52 rubles, for 2 - 2,508.08 rubles. and for 3 - 2,022.94 rubles. From January 1, these amounts will also be indexed to 4.1%.

About additional payments and regional benefits

In the Russian Federation, each year the amount of additional payment is established for a certain category of citizens, among whom there are disabled people. Thus, additional cash payments began to be received by disabled people who were participants in the Great Patriotic War, former military personnel, former liquidators of the Chernobyl accident, former cosmonauts, and residents of besieged Leningrad. The amounts of such additional payments may vary within the following limits: from 100% to 300% of social pensions.

In addition, every Russian citizen who is disabled is entitled to benefits provided to him at the regional level. In cities and regions, for many years they have been using the practice of providing priority services to disabled people in one institution or another, issuing free clothing and food. Another common benefit for people with disabilities is free installation of landline phones. Often companies that were once employers of the disabled person also help. You can find out about the full list of preferences from your local social security department.

Can a wife receive benefits if her husband is a disabled person of the first group?

Often people faced with this problem ask themselves: what benefits are there for a wife if her husband is disabled in group 1? The standard deduction applies to those taxpayers who provide for children under 18 years of age or full-time students, residents, graduate students, and cadets under the age of 24.

Small benefits are provided (which are not taxed 500 rubles per month) for disabled people of the first and second groups, if they have a job or other income. However, there are pitfalls here: if a taxpayer has the right to more than one tax deduction, then the largest one is provided. That is, the maximum of tax benefits is issued, and the rest are not counted.

WWII participants are entitled to receive 1,000 rubles every month. A person who cares for a disabled person can apply for compensation assistance in the amount of no more than 5,500 rubles. Outside individuals who voluntarily agreed to care for the infirm have the right to receive 1,200 rubles from the state.

People with disabilities of groups 1 and 2 can present a doctor's prescription at a pharmacy and receive discounted medications in return. People in the first group receive a 50% discount on the indicated price.

If the beneficiary does not have limbs, then he has every right to use free technical means for rapid rehabilitation in the form of prostheses and other orthopedic products until they are replaced.

Prostheses are indeed provided free of charge, and orthopedic shoes are provided according to the degree of complexity of their implementation. If a disabled person does not stand in line, he can purchase shoes in cash at a 70% discount on the initial cost, but only at a designated point.

In addition, each region indicates its own groups of beneficiaries. There is also a list of organizations that provide the necessary services, taking into account the rules and regulations of local legislation. Here people with disabilities can use free help or help with a 50% discount. In Moscow and other megacities this year there are much more such points than in the outback.

These benefits can be used by disabled people of group 3 in Moscow and the Moscow region, and the same applies to disabled people of other groups.

Benefits and benefits for single mothers

What benefits are available to a single disabled mother? A woman raising a child on her own is a mother deprived of the support of the child’s father in material support and upbringing.

This year, benefits for single mothers apply not only to a woman’s natural children, but also to adopted children.

Single mother benefits are awarded only in the following cases:

1) the court and the registry office did not register paternity;

2) if a single woman adopted children;

3) when the court proceedings dissolved the fact of paternity.

The child's legal father is the man listed on the marriage certificate. Dad is not necessarily the biological father. It is enough for the registry office to prepare documentation that allows a man to raise children.

Benefits and allowances are NOT accrued to the mother if:

1) the child has a legal father, and paternity has been certified by the court;

2) the child’s mother is divorced from her husband and does not receive alimony from him established by the court;

3) the child's father was officially deprived of the opportunity to raise him.

The status of “single mother” is also invalid when the child was born before the end of the three-hundred-day period after the parents’ divorce or annulment of the marriage.

In order for the mother to receive benefits legally, there should be no mention of the father in the papers confirming the birth of the child. The status of “single mother” is considered official after the single mother receives a certificate in Form No. 25.

Labor benefits for single mothers

1.When an enterprise where a single mother works dismisses staff, she has no right to be laid off if her child is under 14 years of age. Such a reduction is considered unlawful even when there is a change in the management of the enterprise. The conditions for dismissal of a single mother due to violations of discipline during the work process can be discussed.

2.If the company where a single mother worked was canceled, she must be offered an alternative job.

3.Single mothers, like mothers without this status, have the right to financial assistance when it comes to caring for sick children. The amount of the benefit is established in accordance with the mother’s work experience and is paid during inpatient treatment of the child. The mother receives benefits during the first ten days from the time of the child’s illness.

4.A single mother can receive the full amount of sick leave if she needs to care for a sick child who is under seven years old. If the child is older than this age, sick leave is paid for 14 days.

5.A single mother can take up to two weeks of leave at her own expense.

6.A single mother cannot be required to work overtime if her child is under five years old. The same rule applies to working at night and on weekends.

7.Mothers in Moscow receive additional benefits when hired. Employers cannot refuse employment to single mothers because they have children.

Using tax benefits

For single mothers, there is a double tax deduction for expenses for providing for children who have not reached the age of majority. If an adult child manages to enroll in a university, he will be able to enjoy tax benefits until he reaches 24 years of age.

Preferential tax deduction periods for single mothers mean that part of the income will not be subject to tax levies.

Other benefits and allowances

1.You can receive linen for a newborn baby.

2. Children of single mothers are provided with vouchers for health improvement in a sanatorium.

3.A single mother may temporarily not have to pay for the maintenance of a multi-storey building and waste disposal. The benefit can be used until the child is 1.5 years old.

4.Children of single mothers have the right to attend preschool institutions, clubs, and sections with a 25% or higher discount.

5.Children of a single mother who are under two years old have the right to receive preferential milk nutrition.

6.You can buy some medications at a big discount or even half the price.

7. In school canteens, children of single mothers receive two free meals a day.

8. If the children's clinic has a massage room, then children of single mothers can go to free massage sessions.

Help with housing

Mothers in Moscow can seek help from a government program designed to improve their housing situation. Thanks to the regulations of this city, single mothers can qualify for subsidized housing.

But first, the state must recognize a single woman with children as needing an improved quality of life.

A single mother who is not yet 35 years old can use the special “Housing” program, lobbied by the state. Thanks to this government initiative, young people can get more affordable housing than in spontaneous real estate markets.

In Moscow, this program is called “Affordable Housing for Young Families.” This is especially important for single mothers living in rented accommodation.

The legislation of the Russian Federation allows individual subjects of the country to regulate benefits and various payments for this category of the population.

Factors influencing the amount of mother's benefit:

1) income levels;

2) employment;

3) availability of regional registration;

4) amount of children.

Benefits introduced for disabled mothers

Like all other parents, such mothers have the right to receive federal benefits and payments upon the birth of a child. The amount of additional charges depends on the region in which the disabled mother lives. To find out detailed information about what kind of payments mothers with disabilities can expect, you should contact your local social protection department. In Moscow, such mothers receive payments due to the rising cost of living and food. In addition, mothers of disabled children and those mothers whose income is below the subsistence level receive additional payments. The remaining benefits coincide with those provided by the state for single mothers.
