● organization of non-stationary social services for elderly citizens and disabled people at home;

● provision of measures of social support to low-income residents of the district and the disabled in the form of food and clothing assistance, delivery of medicines, payment of utilities, escort and other one-time social assistance;

● organization of work to provide free hot meals for residents of the district, veterans of the Great Patriotic War and veterans of labor;

● providing residents of the district with technical means of rehabilitation and absorbent linen (at the Otradnoye branch);

● organization of social patronage of disabled people, participants of the Great Patriotic War and home front workers, residents of the district, identifying their need for social assistance and services;

● organization of work on the patronage of citizens of the "risk group" category;

● organization of work to prevent social loneliness, assistance to homeless people within the framework of the action "Social Patrol";

● participation in district and city charity events and events;

● interagency interaction with organizations and institutions of the region.

The goals of the institution are to meet the needs of the population in affordable and high-quality social services, to organize them, to provide social services to citizens who are recognized in need of social services.

The range of services offered to citizens- socio-economic, socio-pedagogical, socio-legal, socio-psychological, socio-medical, social, social, consulting, sanitary and hygienic, cultural and leisure, consulting services.

When rendering all types of services to citizens, the principles of targeting and continuity of assistance are observed.
In addition to the provision of services in the TTSSO and branches, monitoring of the social and demographic situation, the level of socio-economic well-being of citizens in the service area is carried out. The identification and differentiated registration of citizens in need of social support, determination of the forms of assistance they need and the frequency of its provision (permanently, temporarily, on a one-time basis) are carried out.

Since January 2015, all social protection institutions have been operating in accordance with the new Federal Law No. 442-FZ "On the Basics of Social Services for Citizens in the Russian Federation", which has defined fundamentally new approaches to social services.

Concepts introduced:

● recipient of social services;
● social service provider;
● social service standard.

The definition of “a citizen in a difficult life situation” was replaced by “a citizen in need of social services”.

The decision on recognizing a citizen in need of social services is made by the commission of the district Department of Social Protection of the Population (OSZN).
On the basis of the decision, the social service institution provides the citizen with social services.
The commission also determines the form of providing assistance - on a paid or free basis, which is calculated based on the correspondence of a citizen's income to the size of one and a half living wages.

In case of a positive decision on admitting a citizen for service, the Individual Program for the Provision of Social Services (IPPSU) is filled out.
The Program includes: the form of social services, types, volume, frequency, conditions, terms for the provision of social services, a list of recommended providers and social support.

The program can be revised when the need for social services changes, but at least once every three years. The program is advisory for a citizen, and mandatory for a supplier.

Social services at home are one of the important and demanded forms of social protection for the elderly, which gives older people the opportunity to remain full-fledged members of society for as long as possible, to live at home, using the necessary social services at home for this.
Social services at home include activities for the provision of social services to recipients of social services (PSP), which is aimed at improving their living conditions while maintaining the stay of recipients of social services in their usual favorable environment - their place of residence.
Social services at home are provided to lonely or lonely elderly citizens (women over 55 years old, men over 60 years old) and people with disabilities who need permanent or temporary outside help due to the partial loss of the ability to independently satisfy basic life needs due to limited ability to self-service or movement.
Social services at home are carried out by social workers in the amount stipulated by the standards of social services and in accordance with the individual program for the provision of social services (IPPS).

Social workers provide the following types of social services to recipients of social services, taking into account their individual needs:

1) social services aimed at supporting the vital activity of recipients of social services in everyday life;

2) socio-medical, aimed at maintaining and preserving the health of recipients of social services by organizing care, providing assistance in carrying out health-improving activities, systematic monitoring of recipients of social services to identify deviations in their state of health;
3) social and legal, aimed at providing assistance in obtaining legal services, including free of charge, in protecting the rights and legitimate interests of recipients of social services;

4) socio-psychological, providing assistance in correcting the psychological state for adaptation in a social environment;

5) socio-pedagogical, aimed at preventing deviations in behavior and personality development, the formation of positive interests (including in the field of leisure), the organization of leisure, helping the family in raising children;

6) social and labor, aimed at assisting in employment and in solving other problems related to labor adaptation;

7) services in order to increase the communicative potential of recipients of social services with disabilities, including disabled children;

8) urgent social services

In connection with the entry into force of the Federal Law No. 442-FZ "On the Basics of Social Services for Citizens of the Russian Federation" on January 1, 2015, the procedure for the provision of social services has changed.

The issue of recognizing a citizen in need of social services is decided by the authorized body - the Department of Social Protection of the District Population (OSZN).
The district service department registers the application, no later than two working days verifies the information provided and organizes an examination of the material and everyday situation of the citizen with the drawing up of an examination report.
Within a period of no later than 3 working days from the date of registration of the application, the District Department of Social Welfare establishes the size of the average per capita income of a citizen for the provision of social services.
No later than 2 working days from the date of completion of the events, a decision is made: to recognize a citizen in need of social services, or to refuse social services.
The question of social services at home by a social worker, free of charge or for a fee, is accepted by the commission of the Department of Social Protection of the District Population (OSZN), depending on the income of citizens in accordance with the size of 1.5 of the subsistence minimum.

 - disabled people and participants of the Second World War;
 - the spouse of the deceased (deceased) disabled person or the Great Patriotic War participant who did not remarry;
 - spouse of a soldier who died in the war with Finland, the Second World War, the war with Japan, who did not remarry;
 - home front workers;
 - former underage prisoners of concentration camps;
 - participants in the defense of Moscow during the Second World War;
 - persons awarded with the sign "Resident of the besieged Leningrad";
 - disabled since childhood;
 - minor children;
 - persons affected by emergencies and interethnic conflicts.

Required documents for the provision of social services CCA:

1. application for the provision of social services;
2. passport or other document proving the identity of a citizen;
3. the conclusion of a medical organization on the state of health of a citizen, including the absence of diseases that are contraindications to social services;
4. certificate of disability (if a citizen has a disability).

If a citizen lives with relatives, the following documents must be provided:

5. information on the income of a citizen and his family members living together for the last 12 months (except for information on the amount of pension).
6.passport or other identity document of one of the legal representatives
7. a document containing information about the circumstances that objectively prevent family members or close relatives from fulfilling the duties of caring for a citizen who is not capable of self-service (prolonged illness, retirement age, remoteness of residence, long business trips, working hours, etc.).

Social services are provided on a paid basis in accordance with the existing tariffs.

Recognition of a citizen in need of urgent social assistance is accepted by the authorized body - the regional Department of Social Protection of the Population.

The department provides urgent social services:
1.providing free hot meals;
2. provision of one-time assistance in the form of an electronic product certificate, clothing, shoes and basic necessities;
3. assistance in obtaining temporary accommodation;
4. assistance in obtaining emergency psychological assistance with the involvement of psychologists and representatives of traditional religious confessions in this work;
5. organization of emergency psychological assistance;
6. assistance in obtaining legal assistance in order to protect the rights and legitimate interests of recipients of social services;
7. provision of one-time services to citizens in need of a one-time provision of social services.

Social services of the OSSO are provided free of charge if, on the date of circulation, the average per capita income of the recipient of social services is below the limit value or equal to the limit value of the average per capita income.

The following categories of citizens are entitled to free provision of social services:


- the spouse (spouse) of the deceased (deceased) disabled person or participant of the Great Patriotic War, who did not (did not) remarry;

- persons who worked in the rear from June 22, 1941 to May 9, 1945 for at least 6 months, excluding the period of work in the temporarily occupied territories of the USSR, or who were awarded orders or medals of the USSR for selfless labor during the Great Patriotic War;

Social services are provided free of charge if, on the date of circulation, the average per capita income of the recipient of social services, calculated in accordance with the regulatory legal acts of the Russian Federation, is below the limit value or equal to the limit value of the average per capita income.

The day care unit plays an important role in prolonging the life of pensioners. Clients receive here free services of a massage therapist, a nurse, on a partial payment basis - one-time hot meals. Wellness gymnastics, sessions of psychological relief, physiotherapy have become firmly established in the practice. If you look at the main thing in the Center's activities - the provision of social and household and medical services to the serviced, then there is a noticeable tendency for their number and variety to increase over the years. If in 1994 older people received 10 types of services, then in 1998 - 37. More than 300 social workers of the Center, who are inherent in kindness, a responsive soul, a restless heart, respect for people, serve the elderly. Ingodinsky Territorial Center for Social Services for Elderly and Disabled Citizens is a non-profit organization established by the mayor's office of the city of Chita in March 1999.

The main tasks of the center are:

1. Identification of citizens in need of social services.

2. Differentiated registration of all citizens in need of social services.

3. Determination of specific forms of assistance, the frequency of its provision to citizens in need of social services.

Social services for lonely pensioners in Moscow.

Much has been done in Moscow to ensure the availability of social services and, especially, to develop a network of social service centers (DSO), which are very popular with pensioners. Work on their creation began in 1989. As of early 1996, 58 social service centers had been established in Moscow. As a result of the implementation of the Program for the Development of Social Service Centers (1996-1997), the number of centers has almost doubled. Currently, 113 social service centers and 9 branches have been created in the city.

Social service centers play a huge role in the life of retirees, having in their structure various social assistance services: social assistance at home departments, day care departments, urgent social care departments, specialized home care departments, social and medical home services departments, etc. etc.

The most numerous in the structure of the CSO are the departments of social services at home. They provide social services to single people and elderly couples with self-care disabilities. Basic social services provided at home include: catering and home delivery; assistance in purchasing medicines, essential goods; assistance in obtaining medical care and escort to medical institutions, assistance in maintaining living conditions in accordance with sanitary and hygienic requirements; assistance in the provision of other social services (housing repair, payment for housing and utilities, paperwork, funeral services). This form of service makes it possible to maximize the stay of citizens in their usual home environment, to support their vitality, to protect, if necessary, their rights and legitimate interests, and also to reduce the need for boarding houses. Currently, 996 such branches have been created, which serve 118.8 thousand people.

More than 14.5 thousand people permanently live in stationary institutions with full state support.

Today, 32 stationary institutions function in the social protection system of the Moscow population. For residents, temporary (up to 6 months) and permanent forms of stay (at the request of the pensioner) are used.

All of these institutions are profiled taking into account the physical, mental state of health, age and social activity of residents.

Pensioners and disabled people living in stationary institutions receive full social, medical, psychological, legal assistance and support. More than 70 percent of the wards living in boarding houses are kept in bed.

Muscovites gave a positive assessment to the new type of social institutions - residential special houses for single pensioners and disabled people, as well as married couples of retirement age, with a complex of social services, 24-hour dispatch and medical centers. There were built 3 houses with 382 apartments.

Residential social houses are the prototype of the boarding schools of the future, in which comfortable and decent living conditions are provided, everything for a quiet life and active longevity of veterans.

In order to provide additional social support to lonely elderly citizens, the Mossotsgarantia service has been created and is functioning, which pays monthly compensation to 2.5 thousand lonely citizens who bequeathed their housing to the city.

There are 11 institutions of social assistance for homeless people in the system of social protection bodies.

In general, the existing network of inpatient institutions of the Committee satisfies the need for this type of medical and social assistance to the disabled population.

There is a necessary reserve of vacant seats, there is no priority.

The Committee for Social Protection of the Moscow Population and the State Unitary Enterprise of the Moscow Government "Moscow Social Guarantee" (Mossotsgarantia) have carried out certain work to conclude contracts of lifelong maintenance with dependents with single elderly citizens and disabled people in exchange for the voluntary transfer of living space to the ownership of Moscow. This allowed them to provide them with additional social support and protection from criminal encroachments.

Currently, over 1,700 such agreements have been concluded.

In exchange for the voluntary transfer of housing to the city of this category of Muscovites, monetary compensations are paid, various types of social services are provided. In December 1995, the first special residential building for lonely pensioners and disabled people, lonely married couples of retirement age for 208 apartments with a complex of social services, 24-hour dispatch and medical centers was commissioned. More than two hundred pensioners currently live in the house. In October 1997, two special houses in Mitino, 87 apartments each, were transferred for settlement.
